NSVRC is a national project of the Pennsylvania Coalition Against Rape (PCAR). The PCAR Board of Directors is made up of community members and representatives from Pennsylvania rape crisis centers.

Caitlin Green, President Caitlin Green is Senior Director of Business Line and Field Marketing and has served in a number of marketing and communications leadership positions over the past 15 years. Caitlin has experience supporting women business owners and female financial decision-makers and champions diversity and inclusion, winning PNC's individual champion award within the EBRG category in 2016. Caitlin was also a recent ATHENA Young Professional Award finalist. She currently serves as Vice President of Pittsburgh Women Connect, a 2,000-member professional affinity group. In addition to her dedication to PCAR, Caitlin focuses her time on social justice, equity in the arts, and the advancement of women & girls:

Patrick Lemmon, Vice President Patrick J. Lemmon consults with nonprofit organizations on strategic planning, evaluation, and management issues, serves on the Board of Directors of the YWCA of Greater Portland, and co-chairs the Men’s Engagement Committee for the Oregon Sexual Assault Task Force. Prior to his move West, he was the co-founder and Executive Director of Men Can Stop Rape and a member of the Board of Directors for the DC Rape Crisis Center. |

Tracey S. Lewis, Secretary Tracey S. Lewis is a personal injury attorney who has been practicing law for over 20 years. After graduating from Temple University School of Law, Ms. Lewis worked for a prestigious Philadelphia insurance defense firm where she specialized in medical malpractice. In addition, Ms. Lewis has worked in various capacities in the City of Philadelphia Law Department, City of Philadelphia Mayor’s Office and a prestigious Philadelphia lobbying firm. In 2003, she returned to her hometown of Harrisburg, PA to care for her elderly parents. She served as a Commissioner in Susquehanna Township and ran for Magisterial District Judge in the same district losing by just 157 votes after garnering over 3,200 votes in the general election. Ms. Lewis left politics and began working for a Harrisburg plaintiffs’ personal injury firm. While there, she finally found an area of law she loved. In plaintiffs’ trial work, Ms. Lewis was able to use all of combined life experiences to advocate for those who needed help the most—hurt people who were unable to fight for themselves. It was the ultimate David versus Goliath challenge. She started her own practice in 2014 and has worked tirelessly to ensure that her clients get the respect and recovery they deserve. She lives in Susquehanna Township with her husband, plays a mean game of basketball, loves to travel and enjoys cooking, RV camping and beach hopping. As a member of LaSalle University Hall of Athletes and Philadelphia’s Big Five Hall of Fame, she has never met a challenge she didn’t love, either on the court, or in the courtroom! |

Kathryn Simpson, Treasurer Mette, Evans & Woodside Kathi Simpson is an attorney who practices in Central Pennsylvania with the firm of Mette, Evans & Woodside. She is a civil litigator with a broad practice. Her first job out of law school was with the Allegheny County District Attorney’s Office where she was an appellate attorney and then a drug and homicide prosecutor. After seven years, she left the DA’s Office to join a Pittsburgh law firm and embarked on a career in civil practice. She came to Harrisburg in 1999 when her husband, Barry, became the Executive Director of the Pennsylvania Bar Association. During her career, Kathi has been selected for membership in the Academy of Trial Lawyers of Allegheny County. She has been honored by the Pennsylvania Bar Association for her service as Chair of its Professional Liability Committee and the Federal Practice Committee. She has also been named as a Pennsylvania Super Lawyer and has been similarly recognized by several local publications. Kathi currently serves as the president of the William W. Lipsitt Chapter of the American Inns of Court. A frequent presenter of continuing legal education programs for the Pennsylvania Bar Institute and the National Business Institute, Kathi has spoken on topics including lawyers' professional liability, employment law, and the right-to-know law. Kathi and Barry have two children and four grandchildren. Her hobbies include dog training, at which she confesses (and her two dogs and grand dog will attest) she is mediocre at best. She also enjoys reading and gardening.

Audia J. Boyles Alice Paul House, Indiana, PA Audia J. Boyles is the Executive Director of Alice Paul House. While at Alice Paul House, Audia has spearheaded the construction of a new facility for Alice Paul House. Audia resides in Ebensburg, Pennsylvania where she is active in her church, elementary school athletic association, and had volunteered as the elementary cheerleading coach. She is a graduate of Indiana University of Pennsylvania (IUP) where she attained her BA in Criminology and her MA in Industrial Labor Relations/Human Resources.

Anissa Gilbert PNC Bank, Pittsburgh I am a Senior Digital Product Manager at PNC Bank. In this role, I manage the creation and execution of security and authentication strategy for our retail mobile application serving 7 million customers. To this point in my career, I’ve built my knowledge and competency in managing and executing new technology and customer experiences. As a systems analyst my primary responsibilities were to drive smart and thorough technical solutions to satisfy my business partner's needs. As a scrum master, my goal was to build inclusive, highly efficient teams as well as a culture of creativity and technical excellence. My experiences in technology, security, and the financial industry have given me a unique perspective on what it means to add value and to meet customer needs. It has created a personal passion for creating cultures where relationships and failure are encouraged, knowing they are critical to finding success at work and in life. I bring this perspective and passion to my projects and involvement within the Pittsburgh community, hoping to be a part of positive change. As the Vice President of the Asian American employee business resource group, I focus on creating opportunities for professional and personal development and cultural awareness. In 2019 I built and hosted the company's first diversity and inclusion focused podcast available for all PNC employees. Outside of the bank's walls, I work for excellence in women's leadership and for race and gender equity through my roles as mentor and board member for Girls Hope of Pittsburgh, advisor to Alpha Sigma Tau national sorority, and President of the Young Leaders Board for the YWCA Greater Pittsburgh. With these organizations and groups, I have started a career speed dating program, chaired two fundraisers, and contributed to operational change initiatives. I grew up in Beaver County and attended Duquesne University in Pittsburgh where I received my bachelors in information systems management. Dr. Monique Howard Women Organized Against Rape, Philadelphia, PA Dr. Monique Howard is the Executive Director of Women Organized Against Rape (WOAR), the only rape crisis center in Philadelphia. WOAR's mission is two pronged: eliminate rape and to provide services and advocate for those individuals who have experienced rape or sexual assault. Dr. Howard is an accomplished public health administrator with a 20-year history of protecting and improving the health of women, families and communities. Previously, Dr. Howard was the executive director of the Office of Women's Health at the New Jersey Department of Health. Monique oversaw the Office of Cancer Control and Prevention, the New Jersey Cancer Education and Early Detection program and the New Jersey Commission on Cancer Research. Dr. Howard is the former Executive Director of the New Jersey Women and AIDS Network (NJWAN), the only female-specific AIDS service organization in NJ. Since its establishment in 1988, NJWAN has provided education and training, health/wellness and treatment adherence programs for women who are infected with and affected by HIV/AIDS. Throughout her career, Dr. Howard has advocated on behalf of consumers and service providers and promoted systems change to increase access and quality of care. She is committed to providing programming and services that increase the health and well-being of women and their families. Monique's life mission is addressing the public health needs of individuals who have experienced chronic illness (i.e. diabetes, cancer, heart disease, stroke and HIV/AIDS) and examining the intersection of public health and sexual violence. Dr. Howard obtained her Bachelor of Science degree from Wagner College, her Master in Public Health from East Stroudsburg University and her Doctorate of education from the University of Pennsylvania. In addition to her position at WOAR, she is an advisory committee member for the Public Health Program at LaSalle University and an adjunct faculty member in the department of Public Health. |

David Hyde A Way Out, Coudersport, PA David Hyde is the Executive Director of A Way Out in Potter County. David holds a Master’s Degree from Capella University in Nonprofit Management and is currently pursuing a Doctor of Philosophy (PhD) from Capella University in Nonprofit Management. David has been in the Human Service field for the past 25 years. David is active both at the county and state levels where he sits on several boards and committees. |

Regina King-Dykes Landmark Health Regina King-Dykes has been in the nursing field over 20 years. She received her degree at Pennsylvania College of Nursing and Health Sciences. Regina currently works for Landmark Health, a physicians medical group as the Health Services Director. Before starting at Landmark, Regina spent 14 years as Chief Clinical Officer at Hamilton Health Center. She served as director over several programs such as Sexual Transmitted Infection (STI), Teen Clinic, Diabetes, Lead, HIV//AIDS, GYN and Pediatric. Regina served on several committees/Boards such as: PA Department of Health Integrated HIV Planning Council, United Way of Capital Region Focus Care Council, Dauphin County Vo-Tech Medical Assistant Program, PA Department of Health AIDS Planning Coalition, Patient Centered Medical Home (PCHM) Advisory Council, Association of Nurses in AIDS Care, and Johnson and Johnson UCLA Healthcare Executive Program. Regina also served as a consultant for Health Resource and Service Administration as a Grant Reviewer. In 2016 Regina was acknowledged as the Healthcare Heroes Nurse of the Year, DREAMS People Who Care, and YWCA Women’s of Excellence. Regina is a wife and proud mother of 3 and a grandmother of 1. In her free time she enjoys spending time with her family.

Jennifer McNew, BSN, RN, SANE-A, SANE-P Jennifer is self employed as a forensic nurse consultant and provides consultation and trainings to forensic nurses, law enforcement, attorneys, child protective workers, health care providers and the community on various topics relating to sexual assault, child and elder abuse and interpersonal violence. She also is currently employed at Meritus Health in Hagerstown, MD as a behavioral health nurse and a contract employee through Women In Need in Franklin County, PA as an adult/adolescent forensic nurse. |

Mary Onama, LMSW Executive Director of Victim Services Center of Montgomery County, Inc. Norristown, Pennsylvania since 1998, and Mary is a strategic and visionary Executive with diverse organizational management leadership experience in nonprofit and social services organizations. Appointed as a member of the Pennsylvania Commission on Crime and Delinquency (PCCD) by Governors Edward Randall, Tom Corbett and Tom Wolf consecutively and served on the commission till May of 2019. Mary has a long history of advocacy for vulnerable populations and has developed innovative programs at VSC to increase access to services for underserved populations. She is member of the Montgomery County foundation Executive leadership round table and the Bucks -Montgomery County collaborative. Her previous positions include Director of Foster Care Adoption and Kinship at Children’s Aid Society of Montgomery County. PA. Director of Social Services at Lincoln Hospital, Bronx, New York, and Director of Child Protective Services for the Society for the Prevention of Cruelty to Children in New York, Edwin Guild services for children as well as other social service agencies, including a longtime consultancy for the Child Welfare League of America. A graduate of Marquette University in Milwaukee, Wisconsin, Mary earned a BA in Social Work and English and then went on to earn her Masters in Social Work from Washington University in St. Louis, Missouri. She has extensive background in social services administration and clinical services in New York and Pennsylvania. A certified competency-based trainer for the Pennsylvania Department of Public Welfare, Mary trains social service professionals, educators and administrators. She was a past president PCAR, Member of the NSVRC advisory Council 2005-2011 and Chair of the NSVRC Advisory Council 2009-11. Mary has received awards for her leadership and public services from the National organizations for Victims Assistance, Montgomery County Bar Association, National sexual Violence Resource center, Edwin Guild services for children in New York and the New York state Foster and Adoptive Parents association. |

Lauren Peterson Lauren Peterson is the Executive Director at Women's Resources of Monroe County, before this she worked for Victim Services Center (VSC) in Montgomery County for 8 years, first as an Advocate, then as the Volunteer/Outreach Coordinator. While working at VSC, she competed her Master's degree in Public Administration, concentrating in Nonprofit Administration. Services and advocacy for victims of crime has always been a passion for her, and she continues to use that passion and her background to help her team of staff and volunteers meet the needs of victims in Monroe County. |

Maureen Powers Maureen Powers is the retired Chief Executive Officer of the YWCA Lancaster, a position she held for 28 years. In that capacity, she oversaw a budget of over $3.7 million, a staff of 120, and programs ranging from child care, racial justice, youth and adult services, to sexual assault counseling and prevention, a a 50-bed residence. On a regional level, Maureen chaired the YWCA Mid-Atlantic Regional Council, comprised of 40 YWCAs from eight states and the District of Columbia. She also served in various capacities at the YWCA national and international levels. Prior to joining the YWCA staff in 1985, Maureen was a Lancaster City Planner, specializing in human services and environmental planning. Recognition for Maureen's work on behalf of the community includes the Harry C. Robin Sr. Humanitarian Award from the Lancaster City-County Human Relations Commission, the Jean Royer Kohr Award from the Women's Alliance and the Kit Howell Progressive Voice Award from the Alliance for Tolerance and Freedom. Under her leadership, YWCA Lancaster received the first Racial Justice Award given jointly by the Urban League of Lancaster County and the Lancaster Chamber of Commerce and Industry. Maureen graduated Magna Cum Laude from St. Francis College with a Bachelor's degree in Spanish, and received her Master's degree in Psychosocial Science from Penn State University. She also is currently on the Career and Technology Center's New Choices/New Options advisory board.

William H. Pugh, V Mr. Pugh, V primarily focuses his practice on the defense of physicians and hospitals in medical malpractice litigation. He gained his initial trial experience while serving as an Assistant District Attorney for New York County from 1986 to 1989. After prosecuting multiple criminal cases, Mr. Pugh joined the firm in 1989. He has 29 years of trial experience in two states and numerous counties in Pennsylvania. Mr. Pugh V served as President of the Pennsylvania Bar Association for 2015. He has been active in leadership roles such as the Zone 9 Governor of the Pennsylvania Bar Association and in that capacity served on the PBA Board of Governors. He served as President of the Montgomery Trial Lawyers Association in 1999. He served on the Montgomery Bar Association’s Board of Directors and was President of the Association in 2006. He has been Chair of several Montgomery Bar Committees including House (1989-1991), Program and Events (1991-1997), Law Reporter (1997) and Appellate Practice (1998). He was an editor of the Montgomery County Law Reporter from 1992 to 1994. Mr. Pugh is a Fellow of the American College of Trial Lawyers and a member of the Pennsylvania Chapter of the American Board of Trial Advocates. He is a member of the Defense Research Institute and Pennsylvania Defense Institute. He served as Co-Chair of the Pennsylvania Defense Institute’s Professional Liability Committee from 1993 to 1996. In that capacity Mr. Pugh authored several articles on professional risk management. He is frequently asked to speak on that topic to hospitals, physicians, and members of the Bar. Married to Mary Coyne Pugh and the father of four daughters, Mr. Pugh has coached several sports in Springfield Township. He has served as director of the St. Genevieve CYO program.

Sakinah Rahman Sakinah Rahman has 15 years of public finance experience as a commercial banker, investment banker, and non-profit executive. Currently Sakinah develops, manages, and markets the Philadelphia Industrial Development Corporation’s tax-exempt bond financing programs. Prior to joining PIDC, Sakinah was an investment banker within the now Wells Fargo Securities Public Finance group and provided the analytical and day-to-day transaction support for 50 bond financing totaling in excess of $1.5BN. Sakinah also turned her hobby of market research into a business venture with the creation of S3Rock Research, LLC, a firm specializing in the design of online surveys and analytical and statistical support. Sakinah earned her B.S. in Finance from Morgan State University, MD and M.B.A. from The Wharton School of the University of Pennsylvania. She loves the arts, reading, hiking, and making soup. |

Sarah Roncolato Sarah Roncolato is an ordained elder in the United Methodist Church currently serving Stone UMC in Meadville, PA. Sara has an undergraduate degree from Allegheny College, a Master's from Creighton University and a Master's of Divinity from Pittsburgh Thological Seminary. She currently serves on the United Methodist Church conference Anti-racism team and the Reconciling Ministries Network which provides resources, programs and support for the full inclusion of the LGBTQ persons in the church and community. |

Kimberley Russell Vice President Treasury Management Advisor for S&T Bank, Central PA Kimberley Russell is Vice President of Treasury Management for S&T Bank’s Central Pennsylvania area. She has been in banking for more than 30 years in the local market. Starting her career in sales and management at Commerce Bank, she stayed for 15 years managing various branches. In 2003, she left to be one of the founding members of the Senior Management team at Integrity Bank where she took pride in being part of the growth and development of Integrity’s success and culture. She was Vice President of Branch Administration and later Vice President of Cash Management for the bank. Kimberley moved to Pennsylvania in 1988 from East Tennessee and spent most of her childhood as a “military brat” living in many places, including Hawaii, Florida, Rhode Island and Virginia. She now lives in Derry Township and loves it! She is the proud mother of three children. She enjoys singing and currently sings in several bands. In her spare time, she likes to garden and travel but loves knowing she won’t be moving from Central Pa any time soon! |

Tony Sacco Tony Sacco is the President of the Capital Region for First National Bank. In addition to coordinating Corporate and Business Banking and the overall business strategy in the Bank's Capital Region, Tony manages the sales integration of Business Credit, Capital Markets, Insurance, Investment Real Estate, Leasing, Private Banking, Retail Banking, Treasury Management and Wealth Management professionals. With more than 35 years of banking experience, he previously served as the Commercial Lending Manager of Sovereign Bank's Central Pennsylvania region. Tony graduated from Albright College and also attended the Graduate School of Credit and Financial Management at Dartmouth College and the Central Atlantic School of Banking. |

Shaylene Scheib Penn State Health Milton S. Hershey Medical Center Shaylene Scheib is a gift officer for Penn State Health Milton S. Hershey Medical Center and Penn State College of Medicine in Hershey. Prior to this role, she served as a gift officer for WellSpan Philhaven and Lebanon Valley College, and as an AmeriCorps*VISTA for the United Way of Lebanon County. Due to being surrounded by strong female role models from a young age, Shaylene has become an advocate for women’s rights, sexual assault victims and their loved ones, and eliminating violence against women and children. In addition to her involvement as a board member with PCAR, Shaylene enjoys volunteering her time as a committee member for the March of Dimes, Central Pennsylvania Division Signature Chef’s Auction, The Foundation for Enhancing Communities - Women’s Fund, and the United Way of Lebanon County. Shaylene is a proud member of the Class of 2017 (best class ever!) of Leadership Lancaster. She also runs her own dog training business and serves as a volunteer firefighter for her local community. Shaylene holds a B.S. in health science and a minor in sociology from Lebanon Valley College.

Michele Minor Wolf Michele Minor Wolf is the Executive Director of Victims’ Intervention Program of Wayne and Pike Counties. Michele has been in this role for the last 22 years. Prior to moving to Pennsylvania, Michele was the Program Director of the Sexual Assault Center of Baltimore City. Michele obtained her Bachelor’s of Arts in Psychology at Juniata College and her Master’s of Arts in Counseling Psychology at Towson State University. Immediately upon graduation, Michele began to work with victims of crime and still does today. Michele currently serves on the steering committee and nominating committee of the Pennsylvania Coalition Against Domestic Violence. She also serves on the Direct Services Committee of PASAC and just became the Regional Representative for the Easter Region. Michele is the Co-Chair of the NEPA Task Force against Human Trafficking. She was recently a Commissioner for the Pennsylvania Commission on Crime and Delinquency. Locally, Michele participates on the Criminal Justice Advisory Boards of Wayne and Pike Counties, the Child Death Review team, the Community Advisory Board of Wayne Memorial Hospital, the Wayne County Quality Council and the Wayne County Drug and Alcohol Commission and more. Michele is extremely passionate about this work and believes wholeheartedly that everyone can make a difference in the life of someone else. |

Antonette Silvestri, MSN, CPNP-PC Antonette Silvestri, CRNP. serves as a Nurse Surveyor at The Joint Commission. She has more than 23 years' experience as a Pediatric Nurse Practitioner and received her BSN from Villanova University. MSN in Community Health, and Second Clinical Major, Pediatric Primary Care from the University of Pennsylvania. |

Robena Spangler Robena Spangler is the key staff liason for RCPA Children's Division and the Children's Steering Committee. She will focus on children, youth and family issues. Ms. Spangler works with association members on policy issues, regulations, best practices and evidence-based models. She advocates on behalf of providers and maintains relationships with state department officials. Ms. Spangler attends state-level meetings and works with state advocacy and practitioner organizations. Prior to joining RCPA, Ms. Spangler held several positions with NHS Human Services of PA. She has over 25 years of experience in juvenile justice, child welfare, special education and behavioral health. Ms. Spangler received a Bachelor's of Arts degree in Sociology/Human Services from Susquehanna University and a Master's of Science degree in Leadership and Professional Advancement from Duquesne University. |

Receiving her Master’s Degree in Social Work from the University of Kansas in 1988, Ms. Baker formerly worked with children and families and assisted the State of Kansas in privatizing its foster care, adoption and family preservation services in the 1990s. |

Yolanda Edrington, Chief Operating Officer, National Resource Center & NSVRC Director Yolanda Edrington is the Chief Operating Officer serving as the leading nonprofit's Director of NSVRC. She manages the operations of the national center in its mission to provide leadership in preventing and responding to sexual violence through collaborating, sharing and creating resources and promoting research. This includes collaborating with a variety of national partners and funders including the Centers for Disease Control and Prevention (CDC), Office on Violence Against Women (OVW) and Office for Victims of Crime (OVC). Yolanda has over 15 years of experience in navigating different helping systems to afford clients treatment from a strengths-based perspective. Professionally and personally she works for social change. Yolanda serves as the 1st Vice President of the National Coalition of 100 Black Women--Harrisburg Chapter; which advocates for black women and girls to live in a world where socio-economic inequity does not exist. She also advocates for HIV/AIDS awareness through volunteering for community-based programs in Central PA. |

Jim Willshier, Chief Public Affairs Officer Jim Willshier joined the Pennsylvania Coalition Against Rape (PCAR) and the National Sexual Violence Resource Center (NSVRC) in 2019 as the Chief Public Affairs Officer. His responsibilities focus on strategic communications with the media, community supporters, corporate partners and government entities as part of the organization’s mission of ending sexual harassment, assault and abuse. Prior to this role, Mr. Willshier was the Director of Policy & Partnership for the Pennsylvania Association of Community Health Centers (PACHC) representing Community Health Centers providing critical services to vulnerable Pennsylvanians in underserved areas. He has over 15 years of experience in government relations and media communications from experience in serving non-profit organizations. He was also Finalist for George Washington University and the National Association of Community Health Centers National Emerging Leader in 2014. |

Joyce Lukima, Chief Operating Officer Joyce Lukima currently serves as the Chief Operating Officer for the Pennsylvania Coalition Against Rape. Ms. Lukima is experienced in individual and group counseling as well as the supervision of counselors; she has worked with victims of violence and sexual assault for more than 30 years. Now focusing her energies on education, Ms Lukima conducts and organizes workshops, training and conferences to provide skill development for professionals’ assisting victims of sexual assault. She acts as faculty member for the National Institute on the Prosecution of Sexual Violence a project of AEquitas: the Prosecutors Resource on Violence Against Women. Ms. Lukima has worked with the Pennsylvania Department of Corrections in the implementation of the Prison Rape Elimination Act (PREA). She also participated on the planning committee for the National Judicial College’s PREA education project and has co-authored Circle of Support: A basic resource guide for support groups responsive to sexual violence. Ms. Lukima has been appointed to Pennsylvania’s Victim Services Advisory Committee. Ms. Lukima holds a Master’s Degree in Psychology from Angelo State University and a Masters of Social Work from Temple University. |

Heather Pachkoski, Chief Financial Officer Heather Pachkoski received her Bachelor’s degree in Accounting from Bloomsburg University. She has 20 years of experience in the accounting field. Before joining PCAR in January 2005, she served as Controller for a non-profit organization for four years. Prior to that, she worked in public accounting for six years conducting audits of non-profit organizations. Pachkoski also was a finalist for the Central Penn Business Journal’s 2012 CFO of the Year award for a large non-profit organization. |
