WASHINGTON (CNN) -- Laura Neuman was raped when she was 18 years old. It took nearly 20 years to identify her attacker, even though he'd been arrested six times before her attack and at least six times afterward.
Alphonso Hill pleaded guilty in September 2002 to raping Neuman and was sent to prison for 15 years. A DNA sample, taken in prison, led to charges in six other rape cases.

A bipartisan group of senators introduced a bill last week that would require the Department of Veterans' Affairs (VA) to improve health care for women veterans. According to the summary of the Women Veterans Health Care Improvement Act (see PDF), there are 1.7 million women veterans today, a number that is estimated to double in the next five years.

The US Senate passed an amendment to the FY 2009 Budget to increase funding for the Violence Against Women Act (VAWA) programs on March 13. Senator Joseph Biden of Delaware introduced the amendment that would increase funding to VAWA programs by $100 million. President Bush's proposed FY 2009 budget would have cut funding to VAWA by $120 million.

(SALEM, Ore.) - State public health officials have filed administrative rules to implement a new law that requires hospitals to offer emergency contraception to female victims of sexual assault.  The law, passed as HB 2700 by the 2007 Legislature, makes Oregon one of just nine states nationwide to have such a requirement. It became effective Jan.

The Wisconsin state Senate voted 25-6 to pass the Compassionate Care for Rape Victims bill last week. The bill mandates that all hospitals in the state provide rape victims with information on and access to Emergency Contraception (EC). EC is a single dose medication that prevents pregnancy when taken within 120 hours of unprotected sex. Plan B is the most commonly used EC, and has an 89% success rate in preventing unintended pregnancies if taken within 72 hours of unprotected sex, reports Wisconsin Alliance for Women's Health

TOKYO (Reuters) - Secretary of State Condoleezza Rice voiced deep regret on Wednesday for a U.S. Marine's alleged rape of a 14-year-old Japanese girl, a case that has sparked outrage and official condemnation in Japan.

"We just regret deeply that this happened," Rice told reporters at the start of a one-day trip to Japan. "(It) is very hard to see something like this happen and it's especially hard because it involves a young girl."

VIENNA (AFP) — The first international conference on human trafficking, one of the fastest growing crimes, will be held in Vienna next month to raise awareness about what has become a billion-dollar industry, organisers said Tuesday.

"Human trafficking exists everywhere in the world, in all societies. There are no exceptions," said Doris Buddenberg, head of UN.GIFT (the United Nations Global Initiative to Fight Human Trafficking), an initiative by the United Nations Office on Drugs and Crime (UNODC).
