Description:

This position is located in the Department of Justice, Office on Violence Against Women (OVW), Transitional Housing Unit. Created in 1995, OVW implements the Violence Against Women Act (VAWA) and subsequent legislation and provides national leadership against domestic violence, dating violence, sexual assault and stalking. Since its inception, OVW has launched a multifaceted approach to responding to these crimes. OVW grants help provide victims with the protection and services they need to pursue safe and healthy lives and enable communities to hold offenders accountable. OVW seeks to broaden public attention to its grant programs by forging state, local and tribal partnerships and interaction among police, prosecutors, the judiciary, victim advocates, healthcare providers, faith leaders, the public and the media. The mission of OVW is to lead a comprehensive national effort to combine tough new Federal laws with assistance to states and localities to fight domestic violence, sexual assault, and stalking. The organization seeks to broaden public attention to on-going programs through interaction with law enforcement and advocacy groups, the public, and the media.

DUTIES:

The incumbent will serve as a Grant Program Specialist in the Transitional Housing Unit responsible for policy, programmatic development, oversight, planning, implementation and assessment of grant programs related to domestic violence, sexual assault and other violent crimes committed against women.

The Transitional Housing Assistance Grants for Victims of Sexual Assault, Domestic Violence, Dating Violence, or Stalking Program (Transitional Housing Assistance Program),created by the Violence Against Women Act of 2000 (VAWA 2000), focuses on a holistic, victim-centered approach to transitional housing services that move individuals into permanent housing. Grants support programs that provide assistance to victims of domestic violence, dating violence, sexual assault, and stalking who are in need of transitional housing, short-term housing assistance, and related support services.

The incumbent will:

Provide sound guidance to ensure grantee compliance with regulations, statutory requirements, and violence against women established best practices.

Develop substantive expertise on specific issues relevant to OVW grant programs.

Stay abreast of changes that impact assigned grant programs including new legislation, administration priorities, and OJP/OVW policies and initiatives.

Identify emerging issues that need to be addressed through technical assistance.

Perform work related to developing and maintaining relationships with stakeholders in various levels of Federal, state, and local governments, criminal justice communities, and victim service providers to communicate and disseminate information about violence against women grant programs and activities.

Review, evaluates, oversees, and provides technical assistance on the development of grants, cooperative agreements, memorandum of understanding involving violence against women programs.

Review applications for grant assistance, proposed revisions, and supplemental requests, to ensure that: (1) all statutory and regulatory requirements are met; (2) proposed changes are in accord with overall program guidelines, and; (3) grantees are utilizing Federal resources to meet the needs of their community in addressing violence against women;

Perform post-award grant administration functions. Interprets OVW program requirements, identifies problem areas, and provides advice regarding program improvements to meet agency needs with guidance from senior specialists and supervisor.

Participate in the implementation of national programs and policies related to assigned grant programs and OVW priorities.

Perform other duties as assigned.

Travel is required for this position.

Qualifications:

QUALIFICATIONS REQUIRED: In order to qualify for the Grant Program Specialist position you must possess the requirements specific to the grade level described below. For the Grade GS-09: A. Have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following duties: 1) review a variety of program documents (e.g. proposals, grants, cooperative agreements, and other related instruments) to ensure compliance with established regulations; 2) review administrative audit and investigative reports to determine appropriate changes or if corrective action is required; 3) resolve common problems and refer situations requiring higher level expertise to a more experienced specialist; and 4) work directly with applicant, recipients, and sub recipients as needed, to obtain information needed to determine eligibility for participation in grant program; OR B. Have a master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; OR C. Have some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements met, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). For the Grade GS-11: A. Have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing the following duties: 1) prepare, process, issue, and track grant awards and compliance with reporting requirements; 2) review and evaluate adequacy of grant policies and procedures; 3) initiate, plan, and conduct surveys and studies to recommend changes to policies, procedures, and regulations; 4) lead group discussions with tribal, state, local entities and industries affected by grant programs; and 5) provide training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and sub recipients as needed; OR B. Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR C. Have some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. You have computed the percentage of the requirements met, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
