Description:

This position is located in the Department of Justice, Office on Violence Against Women (OVW), Arrest Unit. Created in 1995, OVW implements the Violence Against Women Act (VAWA) and subsequent legislation and provides national leadership against domestic violence, dating violence, sexual assault and stalking. Since its inception, OVW has launched a multifaceted approach to responding to these crimes. OVW grants help provide victims with the protection and services they need to pursue safe and healthy lives and enable communities to hold offenders accountable. OVW seeks to broaden public attention to its grant programs by forging state, local and tribal partnerships and interaction among police, prosecutors, the judiciary, victim advocates, healthcare providers, faith leaders, the public and the media. The mission of OVW is to lead a comprehensive national effort to combine tough new Federal laws with assistance to states and localities to fight domestic violence, sexual assault, and stalking. The organization seeks to broaden public attention to on-going programs through interaction with law enforcement and advocacy groups, the public, and the media.

DUTIES:

The incumbent will serve as a Grant Program Specialist in the Arrest Unit responsible for policy, programmatic development, oversight, planning, implementation and assessment of grant programs related to domestic violence, sexual assault and other violent crimes committed against women.

The Grants to Encourage Arrest Policies and Enforcement of Protection Orders (Arrest Program), created by the Violence Against Women Act of 2000 (VAWA 2000) encourages state, local, and tribal governments and state, local, and tribal courts to treat domestic violence, dating violence, sexual assault, and stalking as serious violations of criminal law requiring coordination with nonprofit, nongovernmental victim advocates and representatives from the criminal justice system. This program challenges the whole community to communicate, identify problems, and share ideas that will result in new responses and the application of best practices to enhance victim safety and offender accountability.

As a Grant Program Specialist, you will perform the following:

· Assess the adequacy of the state, tribal, and local strategies and negotiate methods to correct and or resolve inadequacies and deficiencies;

· Provide sound guidance to ensure grantee compliante with regulations, statutory requirements, and violence against women established best practices;

· Develop substantive expertise on specific issues relevant to OVW grant programs;

· Identify emerging issues that need to be addressed through technical assistance;

· Perform post-award grant administration functions. Interprets OVW program requirements, identifies problem areas, and provides advice regarding program improvements to meet agency needs with guidance from senior specialists and supervisor.

· Participate in the implementation of national programs and policies related to assigned grant programs and OVW priorities.

· Prepare grant applications for award in conformance with Office on Violence Against Women and Federal regulation and policies;

· Review and interpret policies, plans, and programs on Violence Against Women issues related to domestic violence, dating violence, sexual assault and stalking to ensure locations receive adequate support;

· Review applications for grant assistance, proposed revisions, supplemental request, and/or other changes to approved scope of the approved project to ensure that: (1) all statutory and regulatory requirements are met; (2) proposed changes are in accordance with overall program guidelines, and; (3) grantees are utilizing the most advanced administrative and operational techniques and resources to meet the needs of the clientele and their community;

· Review grants after award, including necessary site monitoring activities; and

· Provide advice and counsel to managers on a wide variety of grant management policies, regulations, procedures, and practices for disbursing grant funds.

Qualifications:

QUALIFICATIONS REQUIRED: In order to qualify for the Grant Program Specialist position you must possess the requirements specific to the grade level described below. For the Grade GS-09: A. Have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following duties: 1) reviewing a variety of program documents (e.g. proposals, grants, cooperative agreements, and other related instruments) to ensure compliance with established regulations; 2) reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required; 3) resolving common problems and referring situations requiring higher level expertise to a more experienced specialist; and 4) working directly with applicants, recipients, and sub recipients as needed, to obtain information needed to determine eligibility for participation in the grant program; OR B. Have a master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; OR C. Have some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements met, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). For the Grade GS-11: A. Have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing the following duties: 1) preparing, processing, issuing, and tracking grants/assistance awards and compliance with reporting requirements; 2) reviewing and evaluating adequacy of grants/assistance policies and procedures; 3) initiating, planning, and conducting surveys and studies to recommend changes to policies, procedures, and regulations; 4) leading group discussions with tribal, state, local entities and industries affected by grant programs; and 5) providing training and/or technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and sub recipients as needed; OR B. Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR C. Have some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. You have computed the percentage of the requirements met, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
