ORR is limiting this FOA to the following eligible entities: 1) the state government agency that is responsible for the refugee program under 45 CFR 400.5 or such agency's designee; and 2) an agency that has statewide responsibility for an alternative to the state-administered program in lieu of the state, under a Wilson-Fish grant authorized by Section 412(e)(7) of the INA, or such agency's designee. ORR will only fund one award per state. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement

The Office of Refugee Resettlement (ORR) invites States, Wilson/Fish agencies and replacement designees to apply for funds to support local school systems that are impacted by significant numbers of refugee children or are otherwise faced with challenges in providing education to refugee students. The central purpose of the grant is to assist refugee children in improving their academic performance and social adjustment to schools. Safe and supportive schools promotes resiliency in children, a protective factor for sexual violence.
