Eligible applicants include public, private and nonprofit organizations, including faith-based and community-based organizations, state governments and their agencies such as universities, colleges, research institutions, hospitals, state and local governments or their bona fide agents along with federally recognized Indian Tribal governments, Indian Tribes, and Indian Tribal organizations.

The purpose of the program is to develop and  maintain projects that will help support rural communities through a broad range of activities which are to: identify and promote national policy issues and promising practices for rural health care providers focused on: quality of care; economic viability; access; workforce (recruitment and retention); and the changing health care environment as it relates to insurance coverage expansion.
