Incumbent serves as the subject matter expert at Headquarters Marine Corps (HQMC) Sexual Assault Prevention and Response (SAPR) Program for matters related to law enforcement and criminal investigations and will be the primary liaison with Naval Criminal Investigative Services (NCIS), Office of the Staff Judge Advocate (JA) Headquarters, U.S. Marine Corps, and Plans, Policy and Operations (PP&O), Security Division (PS), U.S. Marine Corps. Responsible for providing expert advice, in collaboration with NCIS and JA, of the critical data related to reports of sexual assault.

Performs administrative functions in support of SAPR in case management, data, and related systems and may be granted access to additional systems under the authority of NCIS. Manages distribution and movement of case information to ensure confidentiality and security. Handles sensitive information that is proprietary, privileged, confidential, or otherwise legally exempt from disclosure. Safeguards information and prevents unauthorized reading, printing, retaining, copying, or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a); Health Insurance Portability and Accountability Act, Public Law 104-191; and DoD Directive 6025.18. Notifies the higher level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover and/or protect information.

Reviews and improves event reporting processes to improve data collection methods and analyses, in conjunction with NCIS, JA, PS, and other key stakeholders. Facilitates the extrapolation of NCIS data related to Marine Corps cases of sexual assault to enhance HQMC SAPR’s ability to stay abreast of case statuses, dispositions, and other critical elements, as required.

Identifies inefficiencies in reporting protocols and recommends solutions. Facilitates the use of best practices and coordinates the ongoing reconciliation of Marine Corps data on reports of sexual assault with data maintained by NCIS on reports of sexual assault.

Prepares reports of a highly specialized and sensitive nature. Contributes to monthly, quarterly, annual, and ad hoc reports of data on reports of sexual assaults. Coordinates, as required, with other outside Services and Defense agencies responsible for data management.

Assists in reviewing and interpreting new and established DoD and DON directives, instructions, and regulations for potential policy or operational impact on the Marine Corps SAPR program. Assists in developing and preparing Marine Corps guidelines, and recommendations for changes and adjustments to ensure accomplishment of program goals and objectives in conjunction with the mission, strategic plan, and vision of the Marine and Family Programs Division (MF).

Evaluates quantitative results and consults with other subject matter experts to identify significant factors, relationships, and trends to produce accurate and meaningful data. Applies standard and customized computer techniques to data collection methods. Conducts effective presentations using a variety of techniques and methods. Recommends programmatic plans, alternative courses of action, policies, and future strategies to support goals and objectives. Prepares supporting documentation for presentations, correspondence, briefs, action documents, routing sheets, point papers, and slide presentations. May attend conferences and meetings on behalf of HQMC SAPR.

Liaises with legal and law enforcement stakeholders to assess appropriate training requirements for effective SAPR training and evolutions, as appropriate. May coordinate, conduct, and support training, as required. May be required to liaise with other Services or civilian criminal investigative organizations. May coordinate with other programs that overlap in areas related to risk reduction for sexual assault, response, victim care, and advocacy to ensure that the SAPR message is properly represented.

Accesses classified and confidential information by reviewing Naval Criminal Investigative Service (NCIS) databases, Consolidated Law Enforcement Operations System and Records Information Management System.

Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates in a positive and professional manner. Asks questions to determine, verify, and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts higher level supervisor or proper points of contact for help when problems arise.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

May work a fluctuating schedule to complete assignments outside of the hours of a typical work week. May travel to complete work assignments, and to conduct or attend conferences, meetings, and other commitments, as assigned.

Salary Level: 
$65,000 - $75,000
Qualifications: 
Bachelor’s Degree in Criminal Law or a related field appropriate to the work of position AND three years of experience that demonstrates expertise in law enforcement and legal matters related to sexual assault prevention and response (SAPR), OR be an active member in good standing of the bar of a State or Federal court with experience that demonstrates skill to serve as a subject matter expert on law enforcement and legal matters related to sexual assault prevention and response. Knowledge of or direct experience with military lifestyle. Applicant should have the skill to apply specialized knowledge of laws, regulations, and executive orders to issues relating to victim advocacy, sexual assault, and other acts of interpersonal violence and have creditable, specialized experience with investigative systems, concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence. Knowledge of a wide range of law enforcement and legal principles, concepts, and practices relating to the investigation of and response to sexual assault or other acts of interpersonal violence; comprehensive knowledge of law enforcement program requirements and procedures. Knowledge of rules, procedures, and operations to perform procedural work to include preparing and editing documents and locating and assembling information for reports. Must have ability to operate a personal computer and associated peripheral equipment; assess program needs to accomplish goals and objectives; evaluate program status; recommend solutions for improvements; apply tact and diplomacy under difficult circumstances to advise and inform on complicated, sensitive, and controversial issues; and maintain effective working relationships with individuals and organizations. This position is deemed Non-critical Sensitive and incumbent must have the ability to obtain and maintain a Secret Security Clearance to ensure access to Naval Criminal Investigative Service facilities as well as classified databases, such as but not limited to, the Consolidated Law Enforcement Operations Center, Records Information Management System and Palantir.
