EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) in human service field or education from four-year college or university; and one to two years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, centers, customers, and the general public.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Description: 

The Grants and Contracts Administrator is responsible for pre and post award activities for state and federal funding, providing a full spectrum of services to funders while communicating effectively with Rape Crisis Centers throughout the state.

More Information: 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Build and maintain proactive relationships with funders, contractors and subcontractors
  • Ensure that all contract provisions are met including the submission of applications and relevant reports to funders
  • Prepare all contracts and amendments
  • Develop RFP's and organize the review process
  • Approve all subcontractor budget revisions
  • Inform the Training and Technical Assistance team of subcontractors who require technical assistance
  • Serve as staff liaison to Contracts and Standards Committee
  • Prepare and submit all RFP materials to the Department of Public Welfare and distribute to applicants
  • Supervise all contract monitoring activities including scheduling of visits, review of compliance reports, and presentation of statistical reports
  • Prepare contract-related correspondence
  • Organize the Independent Review Committee and prepare all related materials, including maintenance of bidders list and advertisement of RFP
  • Monitor PCAR contractors for compliance with filing requirements for amendments, revisions, reports or conditions, and recommend action to the Executive Director regarding contractor noncompliance
  • Grant Writing
  • Plan and organize Contractors training, as needed
  • Complete 40 hour Sexual Assault Counselor Training
  • Attend PCAR Board meetings, staff meetings, and other meetings as necessary
  • Coordinate appropriate contract activities with PCADV
  • Serve as Grants and Contracts Team Leader
  • Participate and provide support to the Outcome Based Evaluation Team
  • Participate as a member of the E and A Team and PCAR Partners

SUPERVISORY RESPONSIBILITIES
Manages Contract Liaison position. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
