Qualifications:

Description: 

SCOPE IRC’s GBV program in DRC seeks to address both the immediate and long-term needs of survivors of sexual violence, as well as the concerns of vulnerable women and girls. The program aims to:

  1. Improve survivors’ access quality and essential health, psychosocial, and legal services;
  2. Improve community support to women and girls affected by conflict;
  3. Promote the protection of women and girls through the application of and adherence to policies and international standards.

The GBV Program Advisor will provide regular on-site monitoring visits and continuous support to the GBV teams in DRC to ensure that all interventions are technically sound, take into account international best practices, and are appropriate in meeting the needs of GBV survivors and affected communities. The GBV Program Advisor reports directly to the GBV Program Director.

RESPONSIBILITIES:

  • Sector Strategy and Program Development
    • Ensure coherence in program strategy and implementation across sites as appropriate.
    • Ensure IRC adapts interventions according to the changing needs and the security situation in the East.
    • With the team, develop and systematically update the program components of the GBV sector strategy document to inform on-going opportunities for programming.
    • Lead strategic planning processes as needed with the GBV Coordinators to support the adaptation of new program components, program transitions, etc. identify strategic programmatic linkages between GBV and other IRC sectors (Health, CYPD) in coordination with the Program Director.
    • Participate in inter-sectoral IRC assessments and planning as required and provide guidance to other sectors project strategy to maximize safety of women and girls.
    • Contribute to proposal writing and other business development opportunities as needed.
  • Program Quality and Technical Oversight
    • In collaboration with GBV program staff, the HQ Technical Advisor and the Director of GBV Programs, oversee the quality of design, monitoring and evaluation of GBV programming in DRC.
    • Responsible for the development of key technical program tools.
    • Review and adapt all existing IRC technical training materials.
    • Develop training materials as needed to support the introduction of new programming approaches.
    • Oversee the development of staff’s technical capacity building plans and ensure staff receive training accordingly.
    • Act as a key GBV technical facilitator and resource person for internal and external IRC trainings and workshops.
    • Provide training to program staff as needed.
    • Provide substantive input on GBV program evaluation and research initiatives.
  • Human Resources
    • Manage the GBV Information Manager to ensure that ethical and sound data collection and information management systems are in-place to collate and analyze data for problem analysis, planning and advocacy.
    • Provide regular feedback to GBV management staff and contribute to their performance reviews as required.
    • Assist with the recruitment of GBV management-level staff as needed.
    • Contribute to fostering the functioning of the team across sites and provinces.
    • Act in the place of the GBV Program Director as required.
  • Other
    • Ensure regular communication with the GBV Technical Advisor in New York.
    • Assist with representation in the field as necessary.
    • Contribute to the preparation of program reports and other information as required by donors, the regional office and the GBV Technical Unit. 
More Information: 

Security Situation/Housing: The GBV Program Advisor will be based in Kinshasa with extensive travels (60% of the time) to South and North Kivu. Kinshasa is the capital of DR Congo and has a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is accompanied; the GBV Program Advisor will be housed within individual housing.
