Qualifications: 

Requirements:

  • MA/S in health (MPH), social work, humanities or other related subjects, or equivalent programming experience
  • 5 years relevant programming experience, including at least 3 years implementing GBV programs in emergency and post-conflict contexts
  • Demonstrated experience in assessment, management, program design, monitoring and evaluation, and proposal development
  • Demonstrated organizational skills: the ability to work independently and productively in a fast-paced environment
  • Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a multi-cultural environment
  • Demonstrated competency in Windows and MS Office programs
  • Fluency in French highly desirable

Scope of Work:
IRC is one of the only humanitarian organizations to maintain an independent Gender-Based Violence Technical Unit. This team of experts is comprised of a Director, a Senior Technical Advisor, three Technical Advisors, an Advocacy Officer, a Database Manager and a Program Manager that ensure that IRC’s programs adhere to the principles of best practice and promote the ongoing evolution of knowledge and practice in the prevention of and response to violence against women and girls. Together, the GBV Technical Unit supports 17 country programs working in partnership with communities and institutions to promote and protect women’s and girls’ human rights through gender equality and to meet the safety, health, psychosocial and justice needs of gender-based violence survivors. The GBV Technical Advisor for the Democratic Republic of Congo (DRC) and Burundi provides intensive remote and frequent on-the-ground technical support and quality oversight to one of IRC’s largest and most complex GBV programs based on context, geographical scope of the program, variety of strategies employed, budget and range of donors involved.

ESSENTIAL JOB FUNCTIONS:
 

Policies, Strategies & Tools

  • Provide technical oversight of the GBV programs focusing on strategy and innovation, program design, monitoring, evaluation and research
  • Ensure the design of the IRC GBV programs is logical, appropriate and reflects current industry standards, in part through the development of the country sector strategy
  • Provide in-depth technical input to, and review of, key programming tools
  • Provide guidance in developing tools for program monitoring and data analysis
  • Ensure collaboration and integration with other technical units where appropriate

Country-Specific Technical Support

  • Conduct regular field visits to provide targeted technical assistance and to assess progress against objectives and quality of programming
  • Feed into and review proposals and budgets
  • Review reports and other key program documents to ensure technical quality and to track progress towards objectives
  • Respond to technical queries in a timely manner, including the sharing of lessons learned across programs and technical resources to assist with implementation
  • Vet candidates for key technical positions and provide capacity building to field staff to develop their technical skills as needed

Research, Evaluation & Learning

  • Oversee the technical aspects of the GBV research and evaluation agenda in-country, liaising with the Research, Evaluation & Learning Director
  • Contribute to the capture, analysis and documentation of lessons learned through the analysis of program data and field visits

Representation & Advocacy

  • Substantively contribute to the in-country GBV advocacy strategy, ensuring it reflects the wider organizational GBV policy and priorities
  • Represent the IRC, the GBV program, the evolving situation for women and girls and extent of the humanitarian response at external and internal functions to inform policy and practice

New Business Development

  • Identify and take advantage of new funding opportunities with new strategic donors in collaboration with the country program, business development unit and development departments.
