The Baltimore City Detention Center had the nation's second-highest rate of sexual contact between jail staff and inmates, according to a U.S. Department of Justice study released less than a month after federal prosecutors accused corrections officers at the jail of sleeping with gang members.

Just a week after an Air Force lieutenant colonel working in its sexual-assault prevention office was arrested and accused of sexual battery, a second U.S. service member assigned to a military sexual assault program is being investigated for various forms of sexual misconduct, officials revealed Tuesday.

Secretary for Security Lai Tung-kwok was presenting figures on crime in the city for the first quarter, which showed that rape cases soared 60 percent, when he made the comments.

"All of these (rape) cases happened between those who know each other. They are either friends, close friends or they just met a few hours ago," Mr Lai said during the presentation yesterday.

Japanese officials have distanced themselves from comments made by a prominent nationalist politician that suggested women forced to become prostitutes to entertain Japanese troops during World War II were "necessary."

 

Toru Hashimoto, who serves as the Mayor of Osaka, told reporters at his weekly press conference Monday that "anyone would understand" the role of "comfort women" when soldiers were risking their lives and you wanted to give them "a rest."

Military recruiters across the country have been caught in a string of sex-crime scandals over the past year, exposing another long-standing problem for the Defense Department as it grapples with a crisis of sexual assault in the ranks.

In Alaska, law enforcement officials are fuming after a military jury this month convicted a ­Marine Corps recruiter of ­first-degree sexual assault in the rape of a 23-year-old female civilian but did not sentence him to prison.

(CNN) -- An Air Force officer who served as a branch chief for the service's Sexual Assault Prevention and Response program was arrested and charged with sexual battery over the weekend.

Lt. Col. Jeffrey Krusinski, 41, has been removed from current duty, an Air Force official said Monday. The official declined to be named because it is an ongoing law enforcement matter.
